“We spread like algae and weed” points to the algae and weeds growing in the hiding spot.

Sure David would bring you right there if he could,
But you see he lies to us all, right there in his 'hood.
Explanation:
Loch Nessie is an underwater sea monster living in a lake in Scotland. Nessie is referencing hiding underwater.

“David would bring you right there if he could” refers to David Circle, a street that would bring you right to the hiding place if the street went through, but he cannot because David Circle dead-ends into a cul-de-sac before reaching the area in Pioneer Park where the medallion hides. “He lies to us all” is saying David is lying on the ground, as streets do, in the neighborhood of David Circle.

But moments there are if you consider it thus,
That sometimes a scumbag can be a big plus.
Explanation:
“Lowlife” references the medallion hiding low, under the surface of water. The water the medallion is in is green with algae, causing the sock the medallion is in to be scummy. In this case, the “plus” of the scumbag is that it will win you the medallion hunt prize.

Forerunners we know, without aid of device,
Eventually were given their own civic slice.
Parton and Rogers have something to say,
Had the builders known, they'd have included a quay.
Explanation:
“Forerunners” refers to our forefathers, the pioneers who settled in Little Canada. They were given their “civic slice” when Pioneer Park, the park where the medallion is hidden, was named after them.

Dolly Parton and Kenny Rogers together sing the song “Islands in the Stream.” There are 2 islands in the pond where the medallion is hidden.

A quay is a platform alongside or projecting into water to make it easier to access the area. Had the park builders known that one future day the medallion would be hidden in this water, they may have added a quay to make it easier for the medallion hunters to hunt here.

We wouldn't deceive you, please don't get us wrong,
Heaven knows we don't mean to string you along.
A weeny hint of a blaze that falls into view,
Might suggest, then again, that maybe we do.
Explanation:
“We don't mean to string you along” refers to the string that is tied to the medallion. “A weeny hint of blaze” indicates the blaze orange color of the string, of which “weeny hints” can be seen amid the grasses and weeds on the shore of the pond. Once you find and figure out the purpose of the string, you'll realize, “then again”, that we do mean to string you along even though we just said we don't mean to.
