That refer to dumping and cost of fines.
Explanation:
This refers to "HiLo" sign on gas station on Maryland, to the 35 mph sign on Maryland, and the "No Dumping" sign on park property.

Brimstone and fire are involved in this try.
Hospitals and more hospitals is a good clue,

Explanation:
The high-rise apartment on Front Street dominated the skyline; a railroad bridge crosses Dale Street at the site. Insider Alert: The Mutual Services insurance sign with Joe Vavrosky explained the fire and brimstone. Vavrosky was president of the Fire and Brimstone Club made up of former vulcans. "Hospitals and more hospitals" described the sign on Maryland, "Lawn Mower Hospital."

This clue refers to the Coachman Restaurant and Dey Florists at Dale and Maryland, as well as pheasants nesting and cattails on Loeb shore. Much has changed since this clue was written, but the cattails are still there.
