Oliver Townes 7 hills were: Baptist Hill (now Mears Park), Capitol Hill, Cathedral Hill, Ramsey Hill, Dayton’s Bluff, the West side generally, and St Clair hill. 

Until the 1973 finders came to light, I thought "rake" was a rhyme for Jake.  Now I'm wondering if it means that the puck is not buried deeply or in a very icy spot and could be uncovered with the sweep of rake.  IDK.  Probably a reach.

That is the name of Oliver Towne’s book. I used to have it but gave it away 

I was just watching a history of the St Paul Winter Carnival that recently aired on TPT TV.  In this production St Paul was referred to as "a city on seven hills."  Many cities make this claim.  Rome, Italy is the OG.  Anyway, I'm thinking the anagram might be saying "it's in St. Paul." It also may well literally be on a hill. 
Or it could be in a park on one of the official hills of St Paul.  I could find only an incomplete list of the 7 hills of St Paul on Wikipedia.

• Cathedral Hill
• Capitol Hill
• Dayton's Bluff
• Crocus Hill (aka St Clair)
• Williams Hill (no longer exists)

Hoyt runs into both the east and west sides of Phalen, and along the very north edge of Como golf course 

Hoyt also seems to be a big name in archery so maybe that is what setting your sights is all about?

Churchill could indeed be the hill if Como or Central fit clues 7 & 8, but I don't think they do. I think they're talking about an actual hill given all the looking up and looking around references.

I have been on the como train for most of the hunt.  Been out there hunting a number of times by the torpedo and it just felt right. Prattle was the ball in the hole for me. 

Then Clue 7 comes out and I can't think of any bad guy liar except Edward Phalen.  But I am not feeling it for Phalen

Then Clue 8 comes out and I am definitely Up north with Central. Seems like as obvious as can be it's about Jake and the second hunt.  I can't think of a better explanation.

My problem is the hill.  Where is the hill.  So many hill references.  Can't find a hill or a connection to James J Hill or any thing hilly.   There are lots of piles of snow near the parking lots and roads. 

They have made soooooo many hill references.  It fits great with Como. I dug over by the glorious sledding hill.

Is there anyone thinking Central and if so how does hill fit in? 

Wouldn't Churchill St fit the hill for central and Como?

I thought it was a tribute hunt back at clue 7, that's why I thought I checked Snail Lake Regional Park since 2015 was tribute hunt and that is where the puck was found. Then I was confused if I should have looked at the park Jim Ragsdale, who the tribute was for, if I should have checked the park, he first hid the puck at.

Chaos indeed. I've got to start with a fresh set of eyes. 

I think 70 years was last year - started in 52. Though with years with multiple hunts who knows what number hunt we are at.

The Dale West side of Central has a hill along the north side. It has a ball-field (the Rosetown Rockets american legion baseball team plays there). I can make several connections to this side of central, but I'm broken because at this point in the hunt, you'd expect more people to be in the same park...and there just aren't many people out digging there. Where are the masses? There were 0 cars at Phalen last night, at least in the main lot that I scoped out. Como relatively quiet last night also. Interesting hunt...hopefully the explanations aren't whack!

From the Parking lot on Lexington, If you walk straight East, that’s the high point.  Below is the lake and the Ball field, and the amphitheater.

David, wasn't one of your first Mock Hunts in Phalen Park? Do you still have those clues? There might be some similarities to this hunt.

that tuj lub game is in Keller park Phalen is on the other side of Frost

And Raspberry Island is considered part of Harriet Island...so the Harriet Island clues could fit. Maybe the hill is the bluff.
