It is also a person who bows (connection to genuflect clue?) to show respect.

Could also be Pacific Ave that runs near Indian Mounds and turns into Plum street (plum-met from clue 6) at the bluff that overlooks BVNS.

I was also thinking a water tower could be the water above. But why is the water grand? That may be the key to figuring out which water. If I stick with Phalen it could be a reference to Atlantic St. which runs both above and below the park on a map. There is a famous hotel called the Grand Atlantic, though perhaps not famous enough to be in a clue. Or maybe the Atlantic is just grand by itself?

I was also thinking Water (Street) is grand (roadway) to Harriet Island Park. Dr Justus Ohage (a surgeon) Blvd is there. Water below is river. Water up above? Not sure.

Maybe the three bodies of water need to be in line with Grand Ave?  Or “grand” could be a reference to the Mississippi?

where was the medallion the year it was in the heel of a rubber boot???  maybe I'm imagining things, but we seem to have a fair number of potential references to past hunts.....can't be sure since I seem to have lost my hunting reference books.

A water tower up above and the Mississippi River below? Highland park? Or, the cliffs/bluffs up above BVNS (lots of bowers here?) and lower (Lower Landing? Lower meaning below the site, as in the river?) If you take the line from previous clue (line three bodies water), you could infer that the site of the medallion also has water, but since you don't need rubber boots, it would be away from that water. Hidden Falls or Crosby Farm areas?

Not quite sure what to make of this one. You could probably take most any park and find something to construe as water "above" and water "below". A bower just means a shady place under some trees which could also be most any park. The word "bower" was used in 2008 when it was at Indian Mounds park. That clue also made a reference to things being high and low. I feel like "grand" might be important in determining which water is being referred to, but I'm not sure how yet.
